it's not a crime, i mean they are only trying to catch uploaders and you can turn uploading off when you download..

I don't download that much unless it is from an official site, if someone posts it, or if the video/track is hard to find on a CD. Most of the time I get videos from some kinds folk in MSN Messenger.
